Representing Senate District 5 in Clark County, Shirley Breeden is a retired educator, active community member, strong advocate for children, and a Mother. She was elected to the Nevada State Senate in 2008. In the 2009 session she served on the Committee on Government Affairs, Committee on Health and Education, and the Committee on Energy, Infrastructure, and Transportation.

Senator Breeden was born in Needles, California in 1955 and has lived in Nevada for 41 years. After graduating from Clark High School in 1973, she went on to attend the Community College of Southern Nevada where she received a degree in Business Administration.   

After more than 30 years of experience with the Clark County School District, Senator Breeden retired last year. She most recently held the position of Director of Professional Development Education (PDE). During this time, she led the img_3840_email.jpgdepartment’s efforts to work cooperatively with UNLV, CCSN, and other State and outside agencies to identify, develop and approve professional development education courses. 

Senator Breeden has always devoted her time to many different causes in the community. Over the years she has held memberships with the National Notary Association, National Organization for Women, and the International Personnel Management Association. Senator Breeden is also a Court Appointed Special Advocate (CASA), working with abused and neglected children who are Wards of the State. In 2006 she even received the honor of being named the Court Appointed Special Advocate of the Year. 

Senator Breeden has three children, Erik, Bryan, and Jennifer. She is also a proud grandmother to Alyssa, Ryder and Brody.

Legislation To Watch

Requires the establishment of the Cancer Drug Donation Program

BILL STATUS: April 8, 2009- Passed in Senate (Yeas: 21, Nays: None). In Assembly Committee on Health and Human Services. May 16, 2009- Pursuant to Joint Standing Rule No. 14.3.3, no further action allowed

This bill requires the State Board of Pharmacy to establish the Cancer Drug Donation Program. The Program will distribute and dispense cancer drugs donated to the Program to cancer patients. It also authorizes persons to donate cancer drugs at any pharmacy, medical facility, health clinic or provider of health care that participates in the Program. The donated drugs must be in the original, unopened and sealed packages and must not be adulterated or misbranded. Part of the bill provides immunity from civil liability for damages caused by any act or omission of a person who donates a cancer drug to the Program, or who accepts, distributes or dispenses a cancer drug donated to the Program.
