CARSON CITY -- Same- and opposite-sex couples could secure domestic partnership contracts giving them the same rights and responsibilities as heterosexual married couples under a bill that received overwhelming support Friday in the Assembly.

But the 26-14 vote for Senate Bill 283 fell two short of the 28 that will be needed in the coming weeks to override a promised veto from Gov. Jim Gibbons.

IBEW: Leading NV Towards a Green Future

ibew1.jpgThe hard work and training that is going on at the IBEW training and apprenticeship program is amazing.  This past Saturday, we had the opportunity to meet with the members of IBEW.  We broke bread, ate some delicious fish at the fish fry, and most importantly, we got the opportunity to tour IBEW's apprenticeship training center and the home of the Electrical Joint Apprenticeship Training Committee (JATC) of Southern Nevada. The JATC coordinates with the International Brotherhood of Electrical Workers (IBEW) and the National Electrical Contractors Association (NECA) to create local programs that offer training and apprenticeships in the electrical field.  Over the past 68 years, the National Joint Apprenticeship Training Committee has trained over 350,000 apprentices to journeymen status without cost to taxpayers. At a moment when Nevada has one of the highest unemployment rates in the country, programs like these are essential in putting Nevadans back to work.

img_3840_email.jpgAs many Nevadans know, we have a national treasure in our backyard called Red Rock National Conservation Area.  Red Rock Canyon National Conservation Area near Las Vegas is the most-visited attraction managed by the Federal Bureau of Land Management.  Red Rock Canyon actually has more visitors each year than the majority of America's 58 National Parks!

It is estimated that nearly one million people from all over the world visit Red Rock Canyon each year.  Visitors include hikers, rock climbers, bicycle riders, marathon runners, bird watchers, and photographers.  Regardless of their varying interests, the primary attraction of Red Rock Canyon to the general public is its incredible display of natural wonders and scenic beauty.

nso-grnd4.jpg(Las Vegas) – The Senate Energy, Infrastructure, and Transportation Committee took part today in a Green Energy Tour of Southern Nevada.  Led by Senator Mike Schneider, the tour included visits to the Sempra Energy photovoltaic plant in the El Dorado Valley and Acconia’s Nevada Solar One Project in the El Dorado Valley.  Additionally, the committee toured the Springs Preserve, a conservation learning center, met with the Southern Nevada Regional Transportation Commission, and toured several “green developments” by Pardee Homes.

schneider.gifToday I saw the future of Nevada’s Green Economy.  I went into the community along with several members of the Senate Energy, Infrastructure, and Transportation Committee, and toured renewable projects throughout the Las Vegas Valley.  What we saw today was both exciting and eye opening. 

We first met with members of the Southern Nevada Regional Transportation Commission.  Connecting transportation needs and energy conservation is the one of the bold steps Nevada must make towards investing in a green economy.  Changing the way people move throughout their day not only conserves valuable natural resources, but also has the potential to improve our quality of life.   It was an invaluable discussion and one we look forward to continuing.

Horsford, Assemblyman Marcus Conklin, D-Las Vegas, and others also complained during the Assembly-Senate budget hearing that cuts proposed by Gov. Jim Gibbons could leave the state library in Carson City without Nevada newspapers and other publications for patrons to read.

Promoting Financial Literacy for Young Nevadans

allison_copening.jpgIf there is one thing these difficult economic times have taught us, it is an important lesson about the value of financial literacy.  Complex financial decisions play a greater part in adult life than they have been in the past.  It is our moral responsibility to prepare our youth for their adult life, and in these times, that includes basic principles of finance.  That’s why I am sponsoring SB 317, legislation which would require Nevada schools to educate our youth on the basics of navigating the financial system, including managing a mortgage, understanding credit principles, and balancing personal budgets. Senate Bill 317 also provides that a pupil must demonstrate satisfactory completion of the instruction in financial literacy by passing an exam before receiving a diploma.

breeden.gifAs the mother of three and grandmother of three, family is everything to me.   I have spent my life ensuring that children were safe and healthy.  As a bus dispatcher so long ago, I witnessed firsthand the importance of keeping Nevada’s roadways safe for our children and families.  My legislation, SB 136, will do just that.  This legislation will prohibit a person from using their cell phone to write, read, or send electronic messages while driving.

(Carson City)—Senator Terry Care testified in favor of two pieces of legislation targeting local government reform, SB 11 and SB 224.  SB 11 would require a member of the board of county commissioners of a county whose population is greater than 400,000—currently only Clark County—to hold the Commission position as an exclusive full time job.  The legislation exempts temporary and part-time teaching duties on a university campus.

NBC Nightly News with Brian Williams recently highlighted Majority Leader Steven Horsford and his efforts to promote green jobs in Nevada. The unemployment rate in Nevada is expected to reach 11% this year and Senator Steven Horsford is leading the charge to combat that by introducing Senate Bill 152, the Green Jobs Initiative. This bill would not only re-train more than 3,000 workers and create new jobs, but it would also help Nevada become more energy efficient through weatherizing schools and public buildings and installing solar panels.

The chairman of a key Senate panel said Friday that a network of power transmission lines is a key factor in development of renewable energy in Nevada — a step that will help the state emerge as a leader in alternative energy production.

Senate Energy, Infrastructure and Transportation Chairman Mike Schneider commented as the head of an advisory panel discussed power lines that would link solar, wind and geothermal energy generating sites, making the energy available for Nevadans to use.

Gov. Jim Gibbons formed the Nevada Renewable Energy Transmission Access Advisory Committee to plan for use of renewable resources within the state and for export to markets outside the state.

The Gold Hornaday Award is awarded after three years of conservation oriented work and is a national award few receive.  "John Lee is a living example of what we are trying to teach our youth to become, model citizens and wise stewards of our environment," said Phil Bevins, Scout Executive of the Las Vegas Area Council.  "Conservation and the Boy Scouts of America have been partners for a long time.  Camping, hiking, and respect for the outdoors are a part of Scouting."

 
Nevada Conservation League commends Horsford on Green Jobs initiative
Job training program is needed for economy, environment

Representatives of the Nevada Conservation League testified today in support of Sen. Steven Horsford's green jobs initiative, which would establish training centers throughout Nevada to put workers into "green-collar" jobs.

The workers would then be eligible for projects funded by the federal recovery bill  to weatherize homes and make public buildings more energy efficient.

"Too often there is an assumption made that we can't protect the environment and strengthen the economy at the same time," said Kyle Davis, policy director for the Nevada Conservation League. "This bill proves that this is not the case.

"By investing in energy efficiency and weatherization, we can lower Nevadans' energy bills, reduce the emissions of harmful pollutants and global warming causing greenhouse gases, and put Nevadans back to work, getting our economy moving again," Davis said.

Scot Rutledge, executive director of the Nevada Conservation League, said the promise of the bill is thanks to Sen. Harry Reid, who is working to make Nevada a leader in a clean energy economy.

"Thanks to the vision of Sen. Reid, we can give talented workers the opportunity to enter a promising new job sector with the knowledge that green-collar jobs will stay right here in Nevada," Rutledge said.

Legislative leaders promise accountability and transparency

(Carson City) - Senate Majority Leader Steven Horsford, Assembly Speaker Barbara Buckley, Senate Minority Leader Bill Raggio and Assembly Minority Leader Heidi Gansert announced a plan today to create a bipartisan subcommittee to oversee Nevada’s portion of the federal recovery funds.
 
President Obama is expected to sign the federal recovery bill as soon as Monday.
 
A bill draft will be submitted today to create a special bipartisan interim subcommittee of the Interim Finance Committee to oversee allocation of funds from the federal recovery package, and to ensure a transparent and accountable process to spend the funds.

Statement from Speaker Buckley and Majority Leader Horsford on Recovery Money

Legislators started the planning process today to ensure Nevada qualifies for as much money as possible under the American Recovery and Reinvestment Act of 2009.

"This is going to be quite a Herculean task," said Assembly Speaker Barbara Buckley. "Legislators would need to replace much of the governor's proposed budget cuts in order to qualify for millions in federal funds."

Testimony revealed that the state would have to restore education funding to its 2007-2008 level and maintain those levels going forward, requiring not only restoring budgets cut by Governor Jim Gibbons, but maintaining funding at the higher level through the 2009-2011 biennium.

To meet that federal condition would require an infusion of $436 million in state dollars to the university and community college system. Restoring cuts made by Governor Gibbons in the K-12 system would require $116 million in state funds, with additional funding required to maintain education spending at 2007-2008 levels through the 2009-2011 biennium.
 
"The hearings today confirmed that the federal recovery money would not solve our state's budget crisis, as some have said," Buckley said. "But the funds do present an opportunity to supplement some of our key budget shortfalls and create thousands of new jobs in Nevada – some as soon as 90 days after the recovery bill passes."

"We need to start now so we have a strategic approach to investing these dollars. We intend to set benchmarks and accountability to ensure this money puts our economy back on track," said Senate Majority Leader Steven Horsford. "We must ensure this money goes to the Nevadans and schools that need it most.

"We need to work hard to utilize as much stimulus money as we can, which will lead to some tough decisions and changes to the governor's budget," Horsford said. "But we don't want to lose the money allocated to Nevada."

Under the current version of the Senate bill, Nevada would receive $1.3 billion in recovery funds.

The largest amount of money coming to Nevada – an estimated $509.8 million – would be the State Fiscal Stabilization Fund to local school districts and public colleges and universities. Nevada also could receive an estimated $200 million in transportation funds.

But several state agency heads told legislators today that Nevada probably wouldn't qualify for millions in health care and education funds under the budget cuts proposed by the governor. The stimulus money requires states to maintain funding at current levels in order to qualify for the additional federal funds.

The recovery bill also contains millions to train workers and create jobs. The Las Vegas Sun reported today that Nevada could reap between 36,000 and 62,000 new jobs under the plan.

Horsford and Buckley have already outlined a plan to create job training centers throughout Nevada to train workers on how to weatherize homes and make public buildings more energy efficient. The initiative would create jobs and save low-income families money on energy costs.

Legislative leaders on Thursday announced the "Charting a New Future for Nevada" plan to create jobs, prevent home foreclosures and stabilize the budget.
 
"Nevada has the highest rate of foreclosures in the nation," Buckley said.  "In 2008 and 2009, more than 51,000 homeowners will lose their homes. The high rate of forecloses effects all of us, lowering the value of our homes and allowing for increased neighborhood crime. Researchers estimate that for every 1 percent increase in foreclosures, there is a 2.33 percent increase in violent crime."
 
Horsford added that Nevada could put thousands of people back to work by training people in "green-collar" jobs.

During this tough economic time that Nevada is facing, it is crucial to make sure that we are teaching our students to practice financial responsibility to guarantee that their generation is better prepared to deal with economic hardships. That is why State Senator Allison Copening (Dist. 6), has proposed Senate Bill 317, which would require the Department of Education to ensure that instruction in financial literacy is provided to pupils enrolled in a public high school in Nevada. A pupil must demonstrate satisfactory completion of the instruction by passing a test before he/she receives a diploma.
